What is the bases for Sephardim wearing our Tallit Katan UNDER the shirt
with Sissith tucked in? I was told thew zohar but not where and I cant find it.

There are several sources for that..
however Rabbi Yaakov Hillel, a great kabbalist, says not to tuck the tzitzit in....and that seems to be the correct opinion on the matter.
what is the opinion of the midrash on the matter??

We asked the Hakham, Rabbi Ya'aqob Menashe, Hy"w for his input and he says the following:

According to the Qabbalah, the Tallith Gadol is Ohr Maqif and must be worn outside. The Tallith Qatan is Ohr Penimi and has to be worn inside - both the beghed (garment) as well as the fringes. He is very particular about this.

As a side note I would like to add my own comment. It is well known that this has been the traditional opinion of the Sephardi Sages and continues to be today.

Tallit Katan is worn under shirt means that, it is a private covenant between you and Hashem, while the Tallit Gadol is the Kol Israel covenant.

according Rabbi Ha'ar"i z"l the Talit Katan must be under shirt but he himself indicates that the Ashkenazi people put it outside the clothes.
